Imagine a rapidly growing state gaining more seats after delimitation, while another with slower population growth loses influence despite strong governance. Picture eligible voters missing from rolls due to verification gaps, or entire communities feeling underrepresented because boundaries divide them unfairly. Such changes can create political tension, regional resentment, and questions about fairness.
This agenda places delegates inside the Lok Sabha to examine how changes to India’s electoral system can reshape the balance of power between the Union and the States. It focuses on the Special Intensive Revision of electoral rolls and the delimitation exercise, processes that determine who votes and how constituencies are drawn, directly affecting representation in Parliament.
Delegates will therefore assess whether these mechanisms strengthen democracy or disturb federal balance, and propose safeguards to ensure equal representation, transparency, and trust in India’s electoral system.
