Schools shut due to smog, yet penalties on violators remain weak or delayed. Often, the problem is not the absence of laws but poor monitoring, lack of coordination, or negligence by Authorities.

This agenda places delegates inside the working of the Delhi Vidhan Sabha, focusing not just on making environmental laws but questioning why many of them fail in practice. It examines the gap between policy on paper and enforcement on the ground.
